Zenergy offers Introduction to HVNL and CoR eLearning courses with the aim of providing participants with a basic awareness of HVNL and CoR duties. The eLearning is offered online, can generally be completed within 2 hours and provides a basic understanding of:


·        The importance of heavy vehicle safety and impacts of non-compliance.

·        The Heavy Vehicle National Law and the concept of Chain of Responsibility.

·        Chain of Responsibility: What does it apply to and where does it apply.

·        Liability and Enforcement of the legislation.

·        Who the parties in the Supply Chain are.

·        Responsibilities of supply chain parties pertaining to fatigue, speed compliance, load restraint, mass, dimension and roadworthiness. The roles covered include consignor, loading manager, loader/unloader, packer, prime contractor, employer, scheduler, operator, driver, consignee and executive officer.

The eLearning experience is a mixture of an initial webinar presentation backed up by eLearning with video, online presentation of materials and a series of short activities to be completed throughout. The CoR eLearning can be paused and resumed to suit the needs of the drivers.



Participants that successfully complete the eLearning will receive a Certificate of Completion.

Additional HVNL and CoR Awareness eLearning Modules

Other units in our HVNL and CoR Awareness eLearning suite include more detailed modules on fatigue, speed, loading management including mass and dimension and HV safety and roadworthiness. The content of these units is general awareness and not tailored to specific needs. 


ELearning modules can be selected for targeted roles in the CoR including operators, schedulers, loading managers and loaders/unloaders, packer, consignors and consignees. The following provides a brief outline of content for the modules

Module 1: General CoR Awareness

This module provides a basic understanding of:


·        The importance of heavy vehicle safety and impacts of non-compliance.

·        The Heavy Vehicle National Law and the concept of Chain of Responsibility.

·        Chain of Responsibility: What does it apply to and where does it apply.

·        Liability and Enforcement of the legislation.

Module 2: Fatigue Management, Speed Compliance & Roadworthiness Awareness

For those participants requiring a higher level of understanding of fatigue and speed compliance as it is applied under the Heavy Vehicle National Law and Chain of Responsibility. Topics covered include:


Fatigue

·        An introduction to fatigue.

·        Recognising the signs of fatigue.

·        Causes of fatigue.

·        Work and rest hours.

·        An introduction to the options for managing hours – Standard Hours, Basic Fatigue Management & Advanced Fatigue Management.

·        Record keeping requirements.

·        Practical solutions to manage the risk of fatigue in your business.

 

Speed Compliance

·        Legal requirements related to heavy vehicle speed compliance.

·        Practical solutions to manage the risk of speed compliance in your business.


Roadworthiness

·        National Roadworthiness Baseline Survey 2017.

·        Common defects related to heavy vehicles.

·        Practical solutions to manage the risk of heavy vehicle safety and roadworthiness in your business.

Module 3: Load Management Awareness

For those participants requiring a higher level of understanding of loading requirements as it is applied under the HVNL and CoR. Topics covered include:


Load Restraint


·        National Transport Commission Load Restraint Guide 2018 and the law.

·        Load restraint fundamentals – packaging, friction, dunnage, load configuration and lashings.

·        Practical solutions to manage the risk of load restraint in your business.


Mass & Dimension Limits



·        Legal requirements related to heavy vehicle mass and dimension limits.

·        General, concessional, and higher mass limits.

·        Container Weight Declarations.

·        Dimension limits – width, height, length, and rear overhang.

·        Oversize and/or over-mass loads.

·        Practical solutions to manage the risk of mass and dimension limits in your business.

Executive ‘Due Diligence sessions

Zenergy has expert HSE and CoR consultants with extensive experience in facilitating short ‘Due diligence’ Executive briefings tailored specifically to our client needs. These sessions can be customised for delivery to persons identified as officers under HVNL.

 

Delivery is delivered face to face or via our public webinars. Alternatively, Zenergy provides clients with exclusive online Executive CoR ‘Due diligence’ webinars, run and hosted by Zenergy.

Learning outcomes for the CoR awareness training include that participants will be able to:

  • Provide an overview of the Chain of Responsibility under HVNL
  • Explain the importance of:
  • safe load restraint,
  • appropriate load mass and dimension,
  • prevention of driver fatigue and speeding, and
  • ensuring heavy vehicle are safe and roadworthy
  • Identify key responsibilities, requirements and actions for:
  • load restraint,
  • load mass and dimension, 
  • driver fatigue and driver speeding; and
  • heavy vehicle safety and roadworthiness
  • Explain the action that must be taken if a potential or actual breach of the HVNL is detected.

The training is tailored for delivery as two courses in suitable venues commencing at agreed time and dates:

  • Administrative – half day face to face delivery and
  • Operational – 1 full day face to face delivery


The specific areas focussed on in the CoR Training include CoR Risks relating to:

  • Mass, dimension, loading and load restraint requirements,
  • Speed and fatigue management,
  • Compliance with applicable safety and heavy vehicle standards (road worthiness); and
  • Systems and processes required to ensure that all parties in the chain are meeting their obligations under the HVNL (including employers, prime contractors, operators, schedulers, loading managers, consignors, consignees and any other responsible person).


The maximum number of participants is twelve (12) participants per session to ensure the training is effective. Training processes and techniques will be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the participant.



Participants that successfully complete the course will receive a Certificate of Completion.
